National List of Essential Medicines

The Indian pharmaceutical market has been likened to the proverbial therapeutic jungle. Despite the availability of a plethora of chemical entities and formulations, it is a well known fact that large sections of the Indian population are deprived of ready and equitable access to essential medicines. No formal study has been done to assess the availability of essential drugs in remote facilities. The non-availability of essential drugs and the requisite knowledge to use them has contributed to the proliferation of illogical formulations and irrational drug use.

As a remedial measure, the Government of India, in consultation with the states and relevant agencies, developed a National Essential Drugs List which was released on April 1, 1996. This came after sustained campaign from many dedicated NGOs and experts in the field. CDMU was involved in this campaign and published a recommended essential drugs list as part of the proceedings of an International Seminar organized at Siliguri in 1995. Since this list is now outdated, it is not being circulated but a copy may be had from us on request. The Government list was not readily available. Therefore, CDMU took the effort to promote the National Essential Drugs List by reprinting and distributing free copies.

An updated version of this list, now called the National List of Essential Medicines, has been prepared in 2003 and comprises over 300 drugs classified for use at the different levels of health care. This list is intended to serve as a guide to procuring agencies in central and state governments. The drugs available in India as compared to those in other countries are considered cost effective and there is a price control on 74 essential drugs. The current list has been submitted to the Honorable Supreme Court of India in a legal case and its formal release would be subject to the final direction given by the court in the matter.
